With an estimated population of 44,509 (2013-2017 ACS), Pine Bluff is the county seat of Jefferson County. The second oldest settlement on the Arkansas River, Pine Bluff today is the trade, entertainment, recreation and health-care center for Southeast Arkansas.
Located in the heart of the rich Arkansas River Basin farming area, the community is a leading producer of cotton, soybeans, rice, poultry and timber. However, a diverse industrial base also exists.
The community affords varied cultural and recreational activities. One focal point is the Arts and Science Center for Southeast Arkansas, which provides a broad spectrum of exhibits and events. In 2001 the center received accreditation by the American Association of Museums, placing it among the nation's best. The Pine Bluff Convention Center hosts a variety of events, including the December 2018 reintroduction of the nationally recognized King Cotton Holiday Classic basketball tournament. And sportsmen and outdoor enthusiasts are drawn to a variety of parks, ball fields, championship golf courses and premier fishing waters.
Central to the community's role as a regional health-care center is the 471-bed Jefferson Regional Medical Center. Jefferson Regional has a progressive emergency department designated a Level III trauma center. Other hospital components include the Arkansas Cancer Institute, Jefferson Professional Centers I and II, and the Heart Center. A $6 million remodeling project just wrapped up on Professional Building II, which is now the new home for the UAMS Family Medical Center and its clinics. Educational facilities in Pine Bluff area are provided by four public school districts; several public charter schools; the two-year Southeast Arkansas College and the University of Arkansas at Pine Bluff.
Pine Bluff is also known for its people and is widely recognized as a caring community. Residents annually contribute thousands of volunteer hours to charitable, social service, and civic improvement organizations, as well as supporting these organizations financially. And the United Way has consistently met or exceeded its annual goal of at least $1 million since 1987.
Plenty of exciting things are happening in Pine Bluff and Jefferson County. New industries are locating in the community, investing millions of dollars in capital investments and creating hundreds of jobs. The grassroots Go Forward Pine Bluff initiative is spearheading revitalization of downtown Pine Bluff, where new businesses have already opened, millions of dollars in streetscape improvements are underway, and construction is nearing completion on a new multi-million-dollar Pine Bluff/Jefferson County Public Library. The nation's inland waterways are a unique resource shared by only 24 states. Arkansas ranks near the top in this inland capacity to provide economic barge transportation. By means of the McClellan-Kerr Arkansas River Navigation System, Pine Bluff connects to other port cities on the inland waterways and also international ports via the Mississippi River.
The Pine Bluff port's 372-acre "Harbor Industrial District" is located on a natural slackwater harbor just off the year-round McClellan-Kerr Arkansas River Navigation System. It features a 20-acre Public Terminal offering barge loading and unloading, onsite and offsite warehousing, dry bulk storage, outside storage, 50-ton and 70-ton crawler cranes, and a 20-ton covered overhead gantry crane. The Public Terminal is owned by the Pine Bluff-Jefferson County Port Authority (870.535.0110) and operated by Watco Companies (870.535.6480).
A 20-acre public terminal facility at the Port of Pine Bluff’s Harbor Industrial District offers intermodal—or multimodal—services for district tenants and regional customers. Located on an Arkansas River natural slackwater harbor, the terminal is a public river-rail-truck transloading facility for handling and storage of large volumes of waterborne cargo. It provides convenient and economical access to barge transportation and is equipped to handle virtually any product. Due to rail spur upgrades at the terminal, rail traffic also has recently increased significantly.

Pine Bluff's 2,000-acre Lake Langhofer is a favorite for boating and fishing and interconnects with the Arkansas River, which offers prime fishing, boating and skiing waters. The community area abounds in hunting opportunities with deer, duck, squirrel, turkey and other game in abundance. A new Splash Park is part of the features of Saracen Landing located on Lake Saracen in downtown Pine Bluff.
The 1,100-acre Pine Bluff/Jefferson County Regional Park offers a four-field softball complex, picnic grounds, the 18-hole public Harbor Oaks Golf Course, public beaches, and the Governor Mike Huckabee Delta Rivers Nature Center.
The 7,000-seat Hestand Stadium in Pine Bluff is a covered arena that is home to the Southeast Arkansas District Fair, Livestock Show and Rodeo. Bloom Tennis Center at Central Park offers lighted, public tennis courts, and a 9-hole public golf course is located in Martin Luther King, Jr., Park.
Pine Bluff is also home to numerous museums, including the Arkansas Railroad Museum and the Arkansas Entertainers Hall of Fame.
